California Lawmakers Pass Plug-In Solar Bill

Excerpt: California lawmakers passed a bill late Wednesday that would allow residents to install solar panels that can be plugged into standard electrical outlets in a bid to lower their electricity costs and reduce their contribution to climate change. The bill passed with broad bipartisan support in both chambers of the Legislature despite opposition from the state’s investor-owned utilities, highlighting the growing political salience of energy affordability. California has the highest residential electricity rates in the 48 contiguous states, and those prices have climbed sharply in recent years. If Gov. Gavin Newsom, a Democrat, signs the measure, California will become one of nearly a dozen states that have legalized plug-in solar systems, often referred to as balcony solar. These systems, typically made up of a handful of panels, first became popular in Germany, where the panels are sold online and in stores. Last year, Utah became the first state to legalize use of the plug-in solar. Other states that have passed similar laws include Colorado, Maryland and Virginia....

E.P.A. Delays Requirements to Cut Methane, a Potent Greenhouse Gas

By Lisa Friedman  and  Maxine Joselow , The New York Times.  Excerpt: The Environmental Protection Agency announced on Wednesday that it would delay a requirement that the oil and gas industry limit emissions of methane, a powerful planet-warming gas. Under the requirement, which dates to the Biden administration, oil and gas companies were supposed to start this year reducing the amount of methane they release into the atmosphere. Instead, the Trump administration is giving them until January 2027 and is considering repealing the measure altogether. The move dealt a blow to any remaining effort by the United States to slow Earth’s dangerous warming. A cool, salty solution

Unfortunately, their replacements, while safer for ozone, are still potent greenhouse gases; they contribute a few percent to emissions globally. Alternatives to compressible liquid coolants have so far suffered from inefficient heat transfer and the inability to scale. In a typical refrigerator or air conditioner, cooling is achieved by transporting heat away from the system using a fluid that absorbs heat, evaporates into a gas, and gets condensed back into a liquid.
